Why are the snapshot from and to dates the same?

Why does the html page to download the snapshots
call the diffs egcs-20000501-20000501 (for example)
instead of egcs-20000424-20000501?

Would it be possible to provide bzip2-compressed
tar files instead of only gzip-compressed files?
It might reduce the load on the ftp server, and if disk
space is a problem, it would be enough to post a bzip2
version for only the current snapshot.
