Bootstrap failure: /bin/sh: no: command not found

I still get bootstrap failures due to the i18n code on one of my test
boxes :-(, while it now works on all other boxes:

  make[2]: Leaving directory `/tmp/OBJ-3006-20:09/gcc'

Platform is a "minimal" SuSE 6.4 box (i486-suse-linux).
