gcc snapshots depend on glibc since 200000601

I believe this has been reported before; but I have seen no answer as to whether it is now to be required to port more of glibc
before being able to build gcc.  The snapshot 20000531 was the last one not to require these glibc functions on i686-pc-cygwin.
