20000717 snapshot broken specs setup in gcc/config/i386/cygwin.h

2 items in the specs file are not digestible by tradcpp, producing
failure of the g77 pre-processing in all cases.  These are the -remap,
which I've been told already should not be there, and
the -D__declspec(x)=__attribute(x) items, both of which appear to be
invoked as unconditional options.  As I don't know how the specs are
used elsewhere, I don't know how these should be corrected.  Without
these items, tradcpp appears to be working for g77 in i686-pc-cygwin.
