internal compiler error; template problem

This came about when trying (still unsuccessfully) to declare a class
template within another class template, but define the former outside the
latter.  Attached are two test cases, test.a.cc and test.b.cc, along with
output (both preprocessed .ii files and compiler messages in
test.[ab].out; the full command lines are also in the latter two files)
The test files were compiled on a Ultra-5/10 Sparc-station running SunOS
ver. 5.7 by gcc ver. 2.95 rel. 19990728 (this information should also be
in the *.out files)
