I haven't looked at this, but I imagine it is easily fixable.
I'll fix it if there is interest in using this Gnats database...

Ordinarily the package maintainers build a special version of
"send-pr" which knows the email address and which presents the user a
nice form which can be fed directly into the database.

You can also change the state of PRs via email, as I recall.  You'd
have to look in the manual to see how this is done, since I never use
this feature.

I think gcc-gnats@gcc.gnu.org is probably the right address, but I
didn't look.  This is easy enough to find out once the larger issue
(should gcc even use this database) is resolved.

A gcc maintainer would have to make this script.
You'd have to read the Gnats documentation to find out how to do it.
Offhand I don't remember.  (As I recall the process seemed needlessly
complicated, but you only have to do it once.)

IMNSHO, wwwgnats really sucks compared to gnatsweb.  Maybe the FSF
could install gnatsweb and give all the gcc maintainers an account to
use it.  Or maybe we could move the existing database over to
gcc.gnu.org.
