Internal compiler error while compiling ddd-3.2.1

In an attempt to compile the Data Display Debugger (ddd-3.2.1) on our Digital Alpha osf4.0
I came across this message:

HelpCB.C: In function `void PopupTip(void *, XtIntervalId *)':
HelpCB.C:2155: Internal compiler error in `scan_region', at except.c:2566

Attached is the .ii file (HelpCB.ii.gz) as requested as well as the output of the compile 
attempt (gcc_output)
