Thanks for your bug report. This is a known problem (at least I know
:-). Using-declarations inside template functions do not work. They
are processed when the template is parsed, but the function look up
only occurs at instantiation time, at which time the using
declarations are not re-processed.

This shows two bugs: First, the compiler should perform the using
declarations at instantiation time as well. Second, the names in your
example are not dependent, so they should be bound at declaration
time.

If you want to fix any of these bugs, go ahead :-)
