OSR5 bootstrap ICE narrowed to tree.def

This is one of those bugreports where you're going to think I'm crazy.
What I lack in knowledge of GCC internals I can sometimes make up for
with abundant compute cycles and persistence.

The problem we're seeing is an ICE in toplev.c described in:
	http://gcc.gnu.org/ml/gcc-bugs/2000-02/msg00220.html

If I revert the tree.def file cited below to the 1/24 version instead
of the 1/25 version, my stage1 builds again.

        * tree.def: Likewise.

I'm mystified.    How can we proceed?
