Another string optimisation problem in gcc-2.95.2

It seems as though there are a few problems in the area of simple string
optimisations. I can't see any of the mentioned in the bug database at
www-gnats.gnu.org though; could you please tell me how to submit a report to
the database?  I'd like to ensure that these problems are tracked, or at
least not forgotten.
