Configure options that don't work program-prefix program-suffix program-transform-name

These options are not in the manual but they come up if you type
in ../configure --help.

The prefix/suffix really don't work at all; the transform-name
does change the installed program names but the GCC driver still
calls the original untransformed name. 

They should be removed if they are not going to be fixed.
