libiberty.a

The packages 
    
        
    gcc and binutils
 
both create the library libiberty.a when compiled 
staticly.
 
However, they are not the same and they are written 
on each other.
 
Is this a bug?
 
What is the purpose of this library ?
 
If I need to compile the above programs, in what 
order should I do it?
