2.96 (experimental) -Wundef triggers lots of warnings

-Wundef triggers lots of warnings in the system headers. No such
warnings showed up with the latest gcc from the 2.95-branch. I thought
__STDC__VERSION__ was set by the compiler itself. 

I don't show the source because the warnings are reported while
compiling many files. If needed I can send one of them.
