Any code which assumes SAVEd variables without specifying them is buggy. f2c
has an option to use auto variables by default, and it ought to be possible
to use that. Even the '66 standard specified that automatic variables were
possible, although programmers often took the lazy way out of intending their
code not be run on a compiler which took advantage of it. In the old days of
overlays, there was no guarantee of static variables.
