insn-attrtab now takes forever to compile

Some recent change has caused insn-attrtab to take over 9 minutes to
compile on my PPro-200 system in stage-2; it used to take a matter of
seconds.  (I write this as we pass nine minutes; I don't know how much
longer the compilation will take.)

Memory usage looks to go as high as 109M or so, and then drop as low
as 19M.  I've checked; we're not thrashing, this is real CPU time.

Are Jeff's recent scheduler changes likely to be the cause of this
slowdown, or are there other forces at work?
