includedir setting

includedir variable settings are different in $(top_builddir)/Makefile
and $(top_builddir)/gcc/Makefile (and even in corresponding .in's).
This causes value compiled into cccp.o as LOCAL_INCLUDE_DIR to vary
according to exact order of recompilation and so on.

Problems like those (and many others like program_transform_name
handling) are solved largely automatically when automake is used.  Are
there any plans of porting gcc to it?

No checking of LOCAL_INCLUDE_DIR = SYSTEM_INCLUDE_DIR is performed
(however nothing forbids it explicitly).  No way to disable
-DLOCAL_INCLUDE_DIR in gcc/Makefile.
