non- searching gcc includedir

Version: 2.95.2
Platform: alpha-dec-osf4.0f
configure options: --prefix=/usr

gcc refuses to include gcc- generated headers installed in:

/usr/lib/gcc-lib/alpha-dec-osf4.0f/2.95.2/include

however this dirname is found (as it should) in

strings /usr/lib/gcc-lib/alpha-dec-osf4.0f/2.95.2/cpp

output. Permissions of the directory and include files are OK. When

-B/usr/lib/gcc-lib/alpha-dec-osf4.0f/2.95.2/

specified to gcc (which causes -isystem specification to cpp), it
works normally, including files from where it should rather than from
/usr/include.

With 2.95.1 it was OK.
