alpha*-dec-osf4.0*: successfull build of gcc-2.95 19990518?

Yes.  This is a problem I've spoken to rth about.  He's aware of how important
it is to get this fixed.  There's absolutely no way we can move towards a
release with the alpha port blowing up like this.
