egcs 19990321: make dvi fails

`make dvi' (in the gcc directory) fails with egcs snapshot 19990321.  The
first failure is because the generated file `gcc/gcc.cps' is included in
the source distribution, but is out of date; probably such files generated
by texinfo should not be included in the source.  After this file is
removed the failure

make: *** No rule to make target `CHILL.dvi', needed by `lang.dvi'.  Stop.

occurs.

(egcs snapshot 19990321 on i686-pc-linux-gnu, building outside the source
directory, running `make dvi' after egcs has been built and installed.)
