AIX & egcs

On AIX systems egcs needs to specify the -Wl,-bbigtoc flag when linking f77.
This is controlled in gcc/f/Makefile.in by checking ${target}. This works fine
for normal operations but fails when building cross compilers. It should check
${host} instead.
Also when cross compiling the c++ sometimes gets to big for the linker and
also needs the bigtoc flag to link.
AIX 4.[12]* & egcs 1.1.[12] (croscompiling for i386-mingw32)
