Nope.  Gerald's patch would just enable the building of install-info,
which happened to be the only piece of software that *used* libz, but
not the only program that was *linked* with libz.  But *linking* with
libz was the problem, and `makeinfo' ended up unusable.  If we intend
to fix the problem, the patch should go in.  Of course, we could just
instruct IRIX 6.x (x<5) users to explicitly remove -lz from the
`makeinfo' link command, or to set LIBS=-lCsup, but it would be much
saner to simply stop checking for libz, given that now that
install-info is no longer built, libz is not used at all in the
texinfo tree.
