egcs-19990602 (2.95 prerelease): gcj has no specs, g77 too verbose

Actually, the `-v' *means* `--verbose'.  Ask, and ye shall receive.  g77 has
been behaving this way for years, except for a couple of the early
egcs releases.

We've been considering cleaning up this area across all front ends, maybe
for 3.0 there'll be `--version', `--verbose --version', just like there's
`--help' versus `--verbose --help'.

Meantime, `g77 --version' should work fine, and be just as verbose as
the GNU Coding Standards require.
