INSTALL/README for releases

Jeff,

a friend of mine -- IMHO correctly -- pointed out to me that we probably
should omit INSTALL/README from releases:

Quote:

  This directory has been obsoleted for egcs snapshots and CVS access.
  [...]
  Copies of the relavent files will be copied into this directory for
  releases.
