more alpha fixinc problems

/usr/include/sys/volproto.h has a couple of #endifs that look like:


#endif / * ROOTABILITY */
#endif / * __alpha */

fixinc needs to clean up the bogons after the #endif.  The old fixincludes
script handled this file correctly.
