fshort-enums broken in egcs-1.1.1

I just discovered the following bug in trying to compile KnightCap
(a chess program) on Linux/x86 using egcs-1.1.1.  I verified that
this bug does not exist when I use the gcc-2.7.2.3 compiler so I think
it's egcs-specific.

If I compile the following code with no compiler flags, it prints 
a list of numbers from 0 to 63.  But if I compile with the -fshort-enums
flag (as the KnightCap Makefile is set to do by default)  the loop 
fails to terminate.
