optimization bug in g77

On further reading this thread, I think I agree with Mark Mitchell's
standpoint that this "optimization" should be disabled (the reason I
didn't state this earlier is that 1. I wasn't sure what was wrong and 2.
I didn't know it was easy to disable the faulty parts of the compiler).

However, I still think that it would be useful if the c++-bugs.html page
were turned into a general "Known Bugs" page, with subsections for the
various languages.  Could you organize that ?  Then we'll fill the
(initially empty if the above suggestion is taken over) Fortran section.
