2.95.1 and LOCAL_INCLUDE_DIR

Hi.

Apparently, 2.95.1 no longer looks in /usr/local/include.
Is this intended ?  why, oh why ?

PS: - i386-pc-solaris2.7 if that matters
    - LOCAL_INCLUDE_DIR is newly defined in gcc-2.95.1/Makefile.in
