Nope, it won't fix all the problems.  procopen.c, for example, is used
by fixincl's runtime, so SHELL or CONFIG_SHELL *must* be explicitly
set.

Isn't it much better to keep them automatic if autogen is installed?
That's the way all other tools have been working.
