egcs 1.1b make check failures under glibc 2.0.98

This is no egcs problem.  It's a problem with the libio in glibc
2.0.98 (yes, the libio in glibc is currently a bit different then the
one in egcs).  I've fixed this for 2.0.99, due later today (Friday).
