redundant rebuilds of libf2c

I ran several passes today to try the repeatability of the redundant
rebuilds of libf2c when doing 'make bootstrap-lean' followed by
'make [-k] install'
This behavior did not repeat on Irix6.4 or Irix6.5, but it did repeat
on cygwin32 and hpux-10.20. config.cache gets updated,
followed by all the rest. On the systems which don't do the
redundant rebuild, config.cache gets changed only by running
the top level configure.
I don't find it to be much of a problem in any case, as it doesn't
waste nearly as much time as we spend building chill (which is
mis-configured on cygwin32) and java.
