g77 in egcs-2.91.29 fails to build LAPACK

But not everyone here is a Fortran hacker.

It may be the case that someone that doesn't regularly hack fortran
will end up looking at this bug, particularly if it's a problem
with the optimizer.

Those folks will generally find such reports go to the bottom of
the queue...  I'll almost always select a bug with a testcase to
work on over a bug without a testcase.
