egcs-1.0.3 Release

I have tested 1.0.3a on BSD/OS 3.1 and found that some of the changes
long ago merged into snapshot are reverted, so lots of tests
especially exception handling related tests are start failing again.

Is there any reason why such have happend? at least,

	gcc/config/i386/bsd386.h
	gcc/ginclude/stddef.h

are reverted (from my point of view, at least).

I'll post test result later.
