egcs 1.0.3a "make bootstrap" bug

I found this when installing on an Alpha.  When
you do a "make bootstrap" you hit some kind of
bug in the texinfo/makeinfo Makefile.  The target
"info makeinfo.info" causes the make to fail;
you get a message about not being able to find
makeinfo.c.  As soon as I commented out the
dependencies (ie: so that target is always built),
the problem went away.

The make I use is the default one on the Alpha
(OSF 4.0d).
