This one is quite old now. It was introduced with my
`[egcs-961016]: Use gxx_include_dir consistently' patch I sent in Oct last
year. Does it cause any problems to you?

Nope, this is not a make "bug", it's caused by the recent patch to FLAGS_TO_PASS:
