stdc++ is missing terminate_handler functions

Package: libstdc++2.9-dev
Version: 2.91.60

It would appear that libstdc++ doesn't have the terminate_handler
functions for unhandled exceptions, most notably "set_terminate".  It
used to exist, probably in 2.8.
