merging cccp and cpplib

I guess iwe're doing pretty good, if we have "several sources of obscene
overhead" and are still only 35% slower than cccp, hacked on many years ...

Seriously, I do want to be in the loop about specific trouble spots.
I might remember what I had in mind when I wrote the code, or come
up with some ideas.

One goal is for cpplib to not touch its input buffer at all.  The
motivation is that that would allow using page-mapped input.
That might be worth implementing, though of course it is
somewhat system-specific.
