problems with iso restrict

Try to compile this.  No options necessary

foo(restrict)
  int restrict;
{
  blah (restrict);
  blah (restrict);
}


The compiler chokes on "invalid use of restrict".

Seems to me like "restrict" should not be a reserved word unless we are in
c9x mode.
