egcs-19981130 cygwin-b20 installation problem: autoconf

In attempting to build this snapshot on NT4/SP3/cygwin-b20, the
usual autoconf rejection comes up.  However, the
egcs/infrastructure/autoconf refuses to install.  (yes, some of the
mirrors still have the old infrastructure setup).  This version of
autoconf has solved the problem on all the other platforms I've
tried. The gnu autoconf will install but does not satisfy the latest
egcs snapshot.  Has the procedure for B20 been documented?

On the other hand, this snapshot looks like it may work on B19,
unlike the previous one, which built only on B20.
