Sanpshot build failure on Irix 6.3

Trying to build snapshot 19980803 on MIPS Irix 6.3. Make fails
while building texinfo:

 Making all in intl
 ...
 Making all in lib
 make: file `Makefile' line 214: Syntax error
 *** Error code 1 (bu21)
 *** Error code 1 (bu21)
 *** Error code 1 (bu21)

The offending line in the makefile is 

DEPS_MAGIC := $(shell mkdir .deps > /dev/null 2>&1 || :)

On the other hand, egcs-1.0.3 is happily building as I write. 
Do I need Gnu make?
