proposed patch for checking for hard/soft links

I am also looking at these patches, and was about to check it in.

I haven't seen the new Makefile changes from Kenner yet, however I did
notice that Fred's patch is missing changes to cp/Make-lang.in and
f/Make-lang.in which are trivial to add.

Hmm, looking at the Makefile.in changes you added, they don't seem to do
fix anything that wasn't already better fixed by Fred's patch.  Is there
any particular reason why you added in this change?

Anyways, the conflicts are trivial, and I have already fixed them.  Is
there any reason why I shouldn't check in the fixed patch I already have?
