build w glibc 2 problem

It seems that the 9/1/97 snapshot will not build with linux/glibc 2 systems.
The two problems I noticed are that (1) something fails in texinfo and (2)
libio fails to build.  The libio problem seems to be that the compiler
is including a local libio.h rather than the one in /usr/include.  This, in
spite of following the instructions not to build duplicate libc code.
