EX Formatting

I have been working on and off on implementing this hexadecimal float
format. I noticed that at least one other compiler allows "EX" without the
"w.d" .

As far as I can tell, the Fortran Standards do not allow this and I do not
currently allow this with gfortran in my implementation. I wanted to make
sure my understanding is correct on this as I proceed.

Any comments?
