[PATCH, committed] Fortran: fix uninitialized read in testcase gfortran.dg/pdt_48.f03

Dear All,

the testcase accessed uninitialized memory as shown by valgrind.
The reason was a partial initialization of a vector.

I've pushed the attached fix as obvious as r16-4107-ge6b4908c040263 .
