fortran: remove redundant code related to constant pointer

Hi all,

I think this patch explains itself. This is identified during working
on r16-4695-gb6146faae09bbc and should be safe to remove after
r16-4474-g2c1949bf152f8f landed.
Regression tested on x86_64-linux. Ok for trunk?

PS: I will continue refining the .NIL. patch this weekend.
