[PATCH] PR fortran/103591 - ICE in gfc_compare_string, at fortran/arith.c:1119

Dear all,

we didn't check the type of the upper bound in a case range.
Bummer.  Simply add a corresponding check.

Regtested on x86_64-pc-linux-gnu.  OK for mainline?
