ToT Fortran build problem? (libgfortran.spec)

Well, it was and it wasn't local.  I had failed to notice that the
actual build of GCC had failed due to PR bootstrap/91176.  My 
script tried to test even after the failed bootstrap and that was
why I saw the errors.  The PR is fixed now and everything is working.
