Implementation of F2018:18.4 C descriptors and ISO_Fortran_binding.h

This is one of the mysterious configure changes that keep coming up. I
should have expunged it from the patch.

Thanks for the heads up on this failure in 32 bit mode.  Was there a
just a failure in ISO_Fortran_binding_1.f90 or did
ISO_Fortran_binding_1.c fail as well?
