trunk make check-fortran doesn't put cyggfortran-4.dll on PATH

If the testsuite completes, I will repeat check-fortran with the dll
which was built added to PATH.  Over 11000 of the first 35000 tests
failed on account of this.  I have suspected in the past that testsuite
runs only against previously installed dll so is not testing that part
of the new build.
