Submodules and encapsulation

Dear gfortran developers, 

I've submitted a bug report at https://gcc.gnu.org/bugzilla/show_bug.cgi?id=79434 for what I believe to be a problem with code in submodules not respecting 
encapsulation. The current Intel and Cray compilers also do not respect this (i.e. they successfully compile the test case), but there seemed to be agreement 
by Intel that such code is not conforming.
