[libgfortran,patch] FPU initialization

[FX]

Attached patch fixes libgfortran’s FPU initialization by only performing it when the user explicitly asked for it, with option -ffpe-trap.

Bootstrapped and regtested on x86_64-apple-darwin14.
OK to commit to trunk?
